BNSP dan LSP Pers Indonesia Resmi Terbitkan Sertifikat Kompetensi Wartawan

Badan Nasional Sertifikasi Profesi (BNSP) akhirnya menerbitkan Sertifikasi Kompetensi Wartawan (SKW) untuk 4 buah Skema pada Jumat (8/7/2022) di Jakarta. Atas nama BNSP, Lembaga Sertifikasi Profesi (LSP) Pers Indonesia resmi mengeluarkan sertifikat berlogo burung Garuda kepada puluhan Pemimpin Redaksi, Redaktur, reporter, dan kameramen.yang sudah dinyatakan kompeten oleh asesor penguji.

Empat Skema Kompetensi yang disertifikasi itu adalah Skema Wartawan Utama, Wartawan Madya, Wartawan Muda Reporter, dan Wartawan Muda Kameramen.

“Ini merupakan sejarah baru bagi pers di Indonesia. Wartawan kini sudah bisa memiliki sertifikat kompetensi yang diakui negara,” ujar Ketua LSP Pers Indonesia, Hence Mandagi melalui siaran pers yang dikirim redaksi Kamis (8/7/2022) di Jakarta.

Hence Mandagi yang juga menjabat Ketua Umum DPP Serikat Pers Republik Indonesia- SPRI- menuturkan, perjalanan panjang pengurusan lisensi LSP Pers Indonesia di BNSP yang cukup menyita waktu, tenaga, dan kesabaran, akhirnya tuntas pasca terbitnya Sertifikat Kompetensi ini oleh BNSP.
 
Polemik seputar pernyataan Dirjen IKP Kementrian Komunikasi dan Informatika Usman Kansong terkait kewenangan sertifikasi wartawan, menurut Mandagi, tidak perlu diperdebatkan.

Dia juga menegaskan, tekanan Dewan Pers terhadap Kementrian Kominfo agar mendapatkan pengakuan pemerintah terkait kegiatan Uji Kompetensi Wartawan di Dewan Pers boleh saja dilakukan namun seharusnya tidak menabrak norma hukum dan perundang-undangan di negara ini.

Ditambahkan pula, pengakuan negara seharusnya tidak cukup hanya dengan pernyataan seorang pejabat negara bahwa Dewan Pers satu-satunya lembaga yang berwenang melaksanakan sertifikasi wartawan.

“Sebaiknya Dewan Pers mengikuti prosedur hukum dan administrasi pemerintahan untuk urusan sertifikasi profesi di BNSP dan tidak mengambil jalan pintas,” saran Mandagi.

Mandagi juga menyatakan siap mendukung dan membantu Dewan Pers melanjutkan proses Harmonisasi Pelaksanaan Sertifikasi Kompetensi Wartawan di BNSP.

Hasil pertemuan Dewan Pers dan Menteri Ketenagakerjaan RI, bersama jajaran Komisioner BNSP beberapa waktu lalu di Kantor Kemenaker Jakarta, seharusnya ditindaklanjuti dengan besar hati oleh Dewan Pers.

“Itu saja yang seharusnya dikerjakan oleh Dewan Pers yakni melakukan harmonisasi di BNSP  dan mengurus registrasi Standar Kompetensi Wartawa  di Kemenaker. Dan tidak perlu meminta legitimasi dari kementerian lain yang tidak memiliki kewenangan untuk menentukan domain pelaksaan SKW,” ujarnya.

Pada kesempatan yang sama, Dewan Pengarah LSP Pers Indonesia Soegiharto Santoso menandaskan, terbitnya sertifikat kompetensi bagi wartawan oleh BNSP melalui LSP Pers Indonesia seharusnya bisa mengakhiri diskursus tentang kewenangan pelaksanaan sertifikasi wartawan.

Apalagi sebelumnya LSP Pers Indonesia telah memperoleh surat dukungan regulator nomor: B- 263/BLSDM/HM.03.04 /08/2021, tertanggal 24 Agustus 2021 dari Kementerian Komunikasi dan Informatika RI, yang isinya berbunyi : “Bersama ini kami sampaikan bahwa Kementerian Komunikasi dan Informatika menyambut baik pemberian lisensi Lembaga Sertifikasi Profesi (LSP) Pers Indonesia dalam upaya mendukung peningkatan sertifikasi kompetensi tenaga kerja Indonesia dalam menghadapi Industri 4.0. Kementerian Komunikasi dan Informatika sebagai instansi teknis Pembina sektor komunikasi dan informatika, dengan ini menyatakan mendukung pemberian lisensi LSP Pers Indonesia dengan harapan lembaga tersebut dapat berperan dalam peningkatan daya saing dan produktivitas SDM tenaga kerja di bidang ini.”

Dan mengenai sikap Kemenkominfo terkait LSP Pers Indonesia, belum ditanggapi karena pihaknya mengaku belum diundang secara resmi untuk membahas permasalahan SKW secara langsung antar para pihak.

Selain itu, lanjutnya, Dewan Pers pernah membuat keputusan yang berkaitan dengan pelaksanaan Sertifikasi Kompetensi Wartawan oleh lembaga di luar Dewan Pers melalui surat keputusan Ketua Dewan Pers No. 20/SK-DP/IV/2022 tertanggal 27 April 2022 setebal 4 halaman dengan lampirannya setebal 3 halaman.

Dalam keputusan itu dicantumkan Dewan Pers memperhatikan tentang Rapat Dewan Pers dengan Menteri Ketenagakerjaan Republik Indonesia dan Badan Nasional Sertifikasi Profesi pada Rabu, 6 April 2022.

Kemudian dalam keputusannya menetapkan Tentang Penegasan Fungsi Dewan Pers Dalam Standar Kompetensi Wartawan.

Pada poin kesatu disebutkan, Dewan Pers mengeluarkan Surat Keputusan yang menegaskan fungsi Dewan Pers dalam Standar Kompetensi Wartawan, terkait pelaksanaan Uji Kompetensi Wartawan sebagaimana sudah ditetapkan dalam Peraturaan Dewan Pers Nomor 01/Peraturan-DP/X2018 tertanggal 8 Oktober 2018.

Dan di poin kedua Dewan Pers menyatakan  tidak bertangung jawab atas kegiatan dan hasil lembaga profesi wartawan di luar yang telah diatur di dalam Peraturan Dewan Pers tentang Standar Kompetensi Wartawan.

Oleh karena itu, Dia mengatakan, persoalan ini telah menjadi jelas dan terang, bahwa tentang Sertifikat Kompetensi Wartawan (SKW) yang diterbitkan oleh LSP Pers Indonesia yang terlisensi oleh BNSP menjadi tanggung jawab pihak LSP Pers Indonesia dan bukan menjadi tanggung jawab pihak Dewan Pers.

“Sehingga sertifikat kompetensi wartawan (SKW) yang diterbitkan oleh BNSP melalui LSP Pers Indonesia patut dihormati oleh semua pihak, terutama oleh para pejabat pemerintahan dan swasta.” kata Hoky sapaan akrabnya.

Atas nama LSP Pers Indonesia Hoky tak lupa menyampaikan apresiasi dan ucapan terima kasih kepada semua pihak yang telah mensuport berdirinya LSP Pers Indonesia selama ini, terutama kepada Menteri Ketenagakerjaan Republik Indonesia Ida Fauziyah, Menteri Kominfo Jhonny Plate, dan kepada Ketua BNSP Kunjung Masehat beserta  seluruh jajarannya.

Menanggapi terbitnya sertifikat kompetensi ini, Pemimpin Redaksi Duta Metro Mairizal, sebagai salah satu peserta pertama penerima Sertifikat Wartawan Utama,
mengaku senang dan merasa bangga.

“Ini adalah sertifikasi wartawan yang berkelas karena berdasarkan Standar Kompetensi yang diregistrasi Kemenaker. Sertifikatnya pun dicetak dan diterbitkan oleh pemerintah makin menambah kualitas kami selalu pemegang sertifikat,” ungkap Mairizal, peserta witness SKW asal Kota Padang, Sumatera Barat. 

Sementara itu, Dedik Sugianto selaku asesor penguji mengajak seluruh wartawan di Indonesia tidak perlu ragu atau bimbang menentukan pilihan dalam mengikuti SKW di LSP Pers Indonesia.

“Kalau negara sudah melegitimasi dan mengakui, kepada siapa lagi kita harus percaya bahwa sertifikat maupun proses sertifkasi mana yang bonafid dan berkelas,” pungkas Dedik yang juga menjabat Ketum Sindikat Wartawan Indonesia-SWI.(Leo)
